Who can apply
Grade 9 is the main door, and the GT gate comes first
Carnegie accepts applications only for Grades 9 and 10. Grade 9 is the main intake.
Grade 10 is formally open, but the school doesn’t publish seat counts, and there is no published path for Grades 11 or 12.
Three things have to be true before the lottery matters. The applicant must be identified as gifted and talented by Houston ISD, score at least 80 on the district’s magnet matrix, and live within HISD boundaries.
District guidance adds that Vanguard applicants must qualify in every assessment area, which HISD’s testing page describes as both math and reading.
The timing is the catch. HISD’s GT testing requests for current students were due September 25, 2026, so that window has closed.
Testing runs in October, and results are expected the week of December 7, the same week Phase I opens. A student who doesn’t qualify generally waits a school year to be reassessed.
Carnegie says previously completed GT matrices will be accepted for 2027–28 applications, and HISD may screen some fifth and eighth graders from MAP scores.
Families outside HISD schools should read this part twice. Carnegie says HISD GT testing is available only to students currently enrolled in an HISD school, and neither Carnegie’s page nor HISD’s lists a testing route for a not-yet-enrolled eighth grader.
That reads as a limit on what’s offered, not a stated ban, and the prior-matrix rule above may matter if your child already holds an HISD matrix. Either way, get written guidance from Carnegie before building your list around the school.
Carnegie’s own rule, residence inside HISD boundaries, applies whatever broader district materials say about out-of-district applicants.
The application and lottery
Reach 80, then it’s a lottery
Phase I opens December 8, 2026 and closes February 12, 2027. Results arrive March 17, and offers are due March 23.
Phase II opens March 17, with five calendar days to accept an offer. A heading on the page still says 2026–27, but these dates govern entry in 2027–28.
Eligibility turns on a matrix score of at least 80. HISD’s eligibility page links rubrics labeled 2025–2026 and 2026–2027, so confirm with the school which one governs Fall 2027 entry before assuming a score.
Don’t assume a higher score improves your draw either: once a student is eligible, Phase I uses the district lottery, and the public pages don’t show that scores above 80 produce a merit order.
Families can rank up to ten programs and should list them in true preference order. Eligible students without offers are waitlisted, and Phase II applicants join behind the existing waitlist.
Tours are offered on Thursdays between 1:00 and 2:30 through February 11, 2027. Registration is required, and tours can be canceled during testing.
The page prints two start dates, October 22 and November 5, so check the sign-up link.
What students are signing up for
A required AP spine, research, and less room to specialize narrowly
Carnegie’s Distinguished program requires 26 credits, including four each in English, social studies, science, and math, a research credit, at least two in a world language, and fine arts. The default AP path starts with Human Geography in Grade 9 and World History in Grade 10.
Grade 11 adds English Language, U.S. History, and Physics 1, and Grade 12 adds English Literature, U.S. Government, and Macroeconomics.
School materials differ on whether students finish at least nine, ten, or eleven AP courses depending on the research route, so ask for a four-year map for your child instead of relying on one headline number.
Independent research begins in earnest in Grade 11 and ends in a paper or product with a teacher or outside professional, which can be very meaningful for a student who likes sustained inquiry.
The school profile reports a mean SAT School Day score of 1292 among 214 test-takers in 2026, against a district mean of 916 and a state mean of 952. Remember that this cohort is admitted through GT screening, so the results describe the student body as much as any one program.
The day and workload
The day is long, and the homework load isn’t published
For 2026–27, students can enter and eat breakfast from 7:30, move to class at 8:20, count as tardy at 8:30, and leave at 4:00. Attendance rules mention both 45- and 90-minute classes, but the full rotation isn’t posted.
Carnegie doesn’t publish a homework figure, so ask current families how teachers coordinate tests and projects and how the load changes by grade. Retakes are narrow: failed in-class assessments only, two per grading cycle, with a revised grade capped at 70.
Homework, reading quizzes, and finals can’t be retaken, and the policy page has the request and remediation steps.
Support and access
Named staff are visible; the actual service map is not
Carnegie lists counselors who double as college coordinators, a counselor who also serves as 504 coordinator, and a special-education chair. Each student receives an individual Gifted Education Plan once the school has the GT profile.
Students with disabilities may apply through School Choice. After an offer, an ARD committee, Texas’s IEP team, meets before enrollment to decide whether the campus can carry out the IEP.
That protects access to the application, but it leaves a major service question until after an offer.
TEA reports 1.1% of Carnegie’s 874 students receive special education and 2.1% are emergent bilingual. Low shares don’t prove weak service, but they make it worth asking about counselor caseloads, learning and executive-function help, and crisis response.
Life outside class
Limited athletics and a hub commute are the trade-offs
Carnegie fields six UIL sports: baseball, cross-country, soccer, tennis, track, and volleyball. Its profile says the urban site and budget limit athletics, so a student set on a wide athletic menu should ask whether an unavailable sport can be played at another HISD campus.
Fine arts is a one-credit requirement, and clubs change each year, so confirm that the club or art form you care about has a current sponsor.
For 2026–27, a School Choice student generally qualifies for transportation when living at least two miles away with the proper Magnet or IB transfer code. Service commonly uses hub stops, and HISD warns that a stop may be three or more miles from home.
The family is responsible for reaching it safely.
District examples show rides of 35–40 or 45–55 minutes, but they aren’t Carnegie-specific, and Fall 2027 stops, routes, and late buses aren’t published. Combine the hub trip with an 8:30–4:00 day before deciding that free transportation solves the commute.
The family budget
No tuition does not mean no cost
Breakfast is free for HISD students, but Carnegie is not a community-eligibility campus for 2026–27, so free or reduced-price lunch requires meal status. AP exams, clubs, trips, and senior costs aren’t consolidated in one public place.
For many families, reaching the hub or campus may be the largest non-tuition cost. Ask for a one-page estimate that includes meals, tests, clubs, trips, senior events, and the actual commute.
The public-school value is extraordinary when the fit is real
Carnegie offers serious academic concentration without tuition. The required AP and research sequence is the proposition, not an opportunity open to a few students.
That makes fit unusually important. A student who wants depth in one area, extensive schedule choice, broad athletics, or a great deal of adult scaffolding may prefer a different strong school even if Carnegie’s outcomes look dazzling.
