The prior three-band model
Useful for planning, not a Fall 2027 checklist
For 2026–27, SFUSD considered each Grade 9 applicant under every applicable band. About 70% of offers came through Band 1, using Grade 7 and first-semester Grade 8 core grades plus STAR Reading and Math.
Grade 8 grades counted more heavily.
About 15% of offers came through Band 2. Students first met GPA and STAR thresholds, then received review of academics, leadership, activities, hardship or extenuating circumstances, family information, and a supervised essay.
Another roughly 15% came through Band 3 for qualified students at designated underrepresented middle schools with principal nomination.
The old numeric cutoffs—82.5 of 89 in Band 1, 83 of 109 in Band 2 after threshold eligibility, and 58 in Band 3—belong to 2026–27. The projection of about 700, 150, and 150 offers by band describes offers, not a thousand enrolled ninth graders.
None should be carried forward until SFUSD publishes the new policy.
Grades 10–12
Grade 10 is plausible; later transfer space is much thinner
The Fall 2027 transfer application dates are current, but the available-seat and scoring details remain prior-cycle evidence. Lowell previously reported only 25 to 50 assignments total across Grades 10–12, most in Grade 10, with actual availability unknown until July.
Prior scoring used each semester’s four best grades across English, lab science, social studies, math, and world language. Only one course per subject counted; summer courses were excluded; AP, IB, and honors received no extra weight; and pluses and minuses were ignored.
Applicants needed at least 48 points for each completed high-school year, while a typical successful score was described near 60, equivalent to three As and one B each semester. Highest scores received whatever seats existed, with no prior waitlist, appeal, sibling priority, or ordinary tiebreaker.
Verify every detail for 2027.
The day a student will live
A full city-high-school day with blocks, short periods, and a long tail
The 2026–27 schedule offers optional Period 0 from 7:45 to 8:35. Period 1 begins at 8:40.
Dismissal is 3:40 on Monday, Tuesday, Thursday, and Friday; Wednesday ends around 2:30. The week mixes 45- or 50-minute classes with 90-minute blocks.
Students attend Registry and one of two lunches. The campus is closed during the day except for students with permission or athletes traveling to away events.
The building opens at 8:00, or 7:30 for Period 0, and the library is generally open until 5:00 on four weekdays.
Most after-school activities appear around 3:50–5:00. Public pages do not state average homework.
Avoid treating pressure-cooker anecdotes as fact; ask students with comparable course loads what a regular weeknight, peak project week, and Sunday night actually feel like.
Grade 9 and course access
The first-year program is structured even inside a very large catalog
Incoming ninth graders take English 1, Algebra 1 or qualified Algebra 2, NGSS Biology, one semester of Health, a full year of Ethnic Studies, and Grade 9 PE unless using the documented ROTC alternative.
Students may choose a semester of AP Human Geography opposite Health; Lowell recommends it for strong readers rather than presenting it as the default.
Graduation and college preparation require at least one year of visual or performing arts and two years of the same world language. A student may begin language in Grade 9 or 10.
Lowell’s department page currently names Mandarin, French, Italian, Japanese, Korean, and Spanish, despite another page claiming eight languages. Confirm the live catalog.
The 2024–25 accountability report recorded 212 AP class sections and 60.6% of students taking at least one AP. That means sections, not 212 distinct courses.
Advanced science and math access depends on prior courses, readiness, and scheduling; outside study does not automatically grant the next Lowell placement.
Dual or concurrent enrollment becomes available after 120 high-school credits with prior approval. Outside coursework cannot simply replace a required school-year class.
Families should ask which courses had excess demand, how ninth-grade alternates are assigned, and how easy it is to change levels.
Arts, clubs, and athletics
The breadth is real; current access still needs checking
Lowell publishes visual art, media and architecture, ceramics, orchestra, band, choir, drama, technical theatre, and dance. The school also describes roughly 100 clubs and service organizations.
Verify the current course, sponsor, meeting time, audition, and schedule fit for anything central to the decision.
Official pages disagree slightly on athletic scale: one says 32 teams in 27 sports, while the accountability report says 37 teams across more than 30 sports. The useful conclusion is more than 30 teams, not one precise evergreen count.
Ask about cuts, beginner access, practice sites, travel, and return time.
Student tutoring is available through the California Scholarship Federation program. Ask whether help is drop-in or scheduled, how tutors are matched, and what a student should do when peer tutoring is insufficient.
Counseling, wellness, and learning support
Named programs exist; the caseload and outcome questions are substantial
The current counseling page assigns students by Registry and names a head counselor, college counselor, several counselors, an assistant principal, and dean. The 2024–25 accountability report recorded 1.8 FTE academic counselors and a 1,411-to-one ratio, likely reflecting different role definitions.
Ask for current total FTE and caseload by function.
The Wellness Center lists weekday hours of 8:30–4:00 with lunch closures and offers drop-in help, ongoing therapy, wellness breaks, groups, and outside referrals. Anyone may refer a student anonymously.
The staffing page was last updated in 2025, so confirm current therapists, interns, wait times, confidentiality, and crisis coverage.
Lowell describes an inclusive special-education model and gives incoming IEP families a contact. The 2025 Dashboard reports 47 of 66 students with disabilities graduating, 71.2%, compared with 588 of 625 overall, 94.1%.
College and career preparedness was 46.2% among 65 students with disabilities versus 84.5% among 624 overall.
Those gaps do not explain cause or prove poor support. They justify asking about IEP delivery, co-teaching, executive-function help, progress monitoring, and transition planning.
Lowell enrolled 48 English learners in 2025–26 but does not publish a current designated-ELD schedule, staffing level, or advanced-course access data.
Attendance and climate
Broadly positive survey results do not eliminate self-management concerns
The 2024–25 accountability report recorded chronic absence for 286 of 2,572 students, 11.1%. Rates were higher among Black students, Hispanic students, students with disabilities, economically disadvantaged students, and English learners than among Asian students.
Ask how the school identifies and supports students before attendance problems compound.
The climate survey reached 2,369 students, 271 family respondents, and 176 staff members. Favorable academic-support responses were 89% among students, 98% among families, and 95% among staff.
Safety was 85%, 99%, and 91%; belonging was 84%, 93%, and 78%.
Students rated self-efficacy at 53%, growth mindset at 73%, and self-management at 75%. The strong response count supports a broadly positive climate description, while the self-efficacy result gives families a concrete question: how does the school help capable students believe they can influence their own progress?
Governance and current context
Admissions, representation, journalism, and curriculum remain live questions
Lowell is governed by SFUSD and the elected Board of Education. Its School Site Council includes administrators, staff, students, and family or community members, though the posted membership remains labeled 2025–26.
District complaint routes cover discrimination, harassment, bullying, unlawful fees, Section 504, and Title IX.
Lowell temporarily used lottery admission during the pandemic. A 2021 court ruling set aside the permanent-lottery resolution because the public agenda lacked adequate notice under the Brown Act.
It was a procedural ruling, not a judgment that one admissions philosophy was educationally superior. Academic criteria later returned, and the policy remains contested.
The San Francisco Chronicle reported that seven incoming Fall 2026 students identified only as Black, while SFUSD also counted 34 applicants identifying as Black in combination with Hispanic or multiple-race categories. Preserve both figures.
One entering-year count is important representation context, not a verdict on every student’s day-to-day experience.
KQED reported that a 2024 student-newspaper dispute and adviser reassignment raised concern about a chilling effect on student journalism; city supervisors later encouraged SFUSD to uphold press protections. That is a fair governance question, not proof that all expression is suppressed.
A separate Lowell-affiliated nonprofit sued SFUSD in 2026 over the district’s ethnic-studies curriculum. The lawsuit was not filed by Lowell’s administration.
Because ninth graders take Ethnic Studies, families can review the current syllabus and teacher preparation without turning a district dispute into a proxy for overall school quality.
The Fall 2025 facilities inspection rated the campus Fair and listed several repair and compliance items. That does not establish that the building is currently unsafe.
Ask which findings were corrected and request the current Comprehensive School Safety Plan. We also did not find a current Lowell-specific phone rule.
The family operating plan
No tuition, but the citywide day still carries time and cost
Lowell is at 1101 Eucalyptus Drive in Lakeshore. The school lists Muni routes 18, 23, 28, 57, K, and M within roughly ten minutes.
Muni is free for riders 18 and younger on ordinary buses, Metro, and streetcars, but not cable cars.
Some online maps incorrectly show Meadowbrook Drive as a public through street; the main entrance is near Forest View and Eucalyptus. Rehearse the trip for Period 0 and a 5:00 activity end, not only the regular morning and dismissal.
There is no tuition. SFUSD provided free breakfast and lunch for 2026–27, but Fall 2027 continuation is not yet posted.
The school does not consolidate AP exams, PE clothing, athletics, travel, clubs, competitions, trips, yearbook, device replacement, or graduation costs. An older page showing a $99 AP fee is not a current 2027 source.
The accountability report says the PTSA and families raised almost $1.5 million across three budget-crisis years to restore programs and positions. That is significant community support.
It also makes it fair to ask which current courses, activities, and staff depend on annual fundraising.
The current application
The deadline is known; the scoring system is not yet published
School-tour information is scheduled to open October 1, 2026. The application opens October 23, and the district enrollment fair is October 24.
Lowell’s Grade 9 application closes December 11—earlier than the general Main Round deadline.
Assignment letters are expected the week of March 15, 2027, and families must respond by March 25. The Grade 10–12 transfer window runs May 10 through June 28.
SFUSD has not yet published Lowell’s Fall 2027 band weights, cutoffs, STAR dates, Band 2 essay process, Band 3 school list, transfer record deadline, or decisions.
In the prior cycle, families ranked Lowell among their SFUSD choices; it did not need to be first. SFUSD evaluated Lowell eligibility before the broader assignment.
A qualified student could still receive a higher-ranked available school, while an unsuccessful Lowell application did not remove other choices.
Prior rules required residence in San Francisco with a parent or legal guardian through application and enrollment and did not accept interdistrict permits. They also offered no Lowell sibling preference, ordinary tiebreakers, wait pool, or admission appeal.
Confirm every one of those rules for Fall 2027 before relying on it.
A remarkable public-school opportunity when scale works for the child
Lowell can offer an academically ambitious peer community, deep courses, arts, clubs, and athletics without tuition. Few public-school options combine those elements at this scale.
Scale does not make access automatic. Courses, counseling, wellness, accommodations, teams, and clubs all have real capacity and schedule boundaries.
The subgroup outcome gaps deserve direct questions alongside the strong overall results.
